The National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Administration of Science, Technology and Industry for National Defense, the General Staff Department, and the General Armaments Department jointly drafted the "National Medium- and Long-Term Development Plan for the Satellite Navigation Industry" (hereinafter referred to as the "Plan"), which has been approved and implemented by the State Council. The Plan proposes that by 2020, the contribution rate of BeiDou Navigation and its compatible products to the domestic satellite navigation application market will reach 60%, with key application fields exceeding 80%.

The "Plan" outlines the guiding principles and development goals for China's satellite navigation industry, while also specifying key tasks and safeguard measures.

 It helps enhance the country's core competitiveness

Developing the satellite navigation industry is of great significance for expanding domestic demand, stabilizing growth, and adjusting economic structures. As a key component of China's strategic emerging industries, the satellite navigation sector plays a fundamental and pioneering role in the current information age. The integration of mobile communication and internet technologies in location-based services will effectively drive the industrial restructuring of satellite navigation applications, unlocking vast market potential. The development of the satellite navigation industry is crucial for promoting industrial restructuring, enhancing social production efficiency, and boosting national core competitiveness.

The BeiDou-2 Satellite Navigation System was officially launched, laying a solid foundation for the accelerated development of China's satellite navigation industry. The BeiDou Satellite Navigation System can provide high-precision, highly reliable positioning, navigation, and timing services to various users worldwide, operating around the clock under all weather conditions. Significant progress has also been made in theoretical research and technological development of satellite navigation applications, with major breakthroughs achieved in key technologies such as navigation chips, antennas, and terminals, which have been commercialized. This has established a strong foundation for the accelerated development of China's BeiDou satellite navigation industry.

Promote the large-scale development of the satellite navigation industry

The Several Opinions of the State Council on Promoting Information Consumption and Expanding Domestic Demand require accelerating the research and industrialization of core technologies in the Beidou Navigation Industry, promoting large-scale applications, and actively cultivating demand for information consumption.  

The key to implementing the deployment of the State Council and promoting the development of China's Beidou satellite navigation industry is to create a favorable innovation and market environment, accelerate the research and development, promotion and application of high-level, distinctive and marketable products, and promote the independent and large-scale development of the satellite navigation industry.  

To seize the strategic opportunities of implementing the major project of China's second-generation satellite navigation system and the rapid formation of the global satellite navigation industry, guided by the major needs of future economic and social industrialization, informatization, urbanization, and agricultural modernization development, with enterprises as the main body, grasping core key technologies, cultivating new service formats, expanding market applications, and enhancing international competitiveness as the core, we will focus on strengthening major infrastructure construction, standard system construction, and consolidating the foundation of industrial development; Focus on improving application service policies and creating a favorable market environment; Efforts will be made to promote technological innovation, business model and industrial organization innovation, promote market-oriented and large-scale applications, and promote the rapid and healthy development of China's Beidou satellite navigation industry.  

Promote the mass application of Beidou system

Since 2012, the National Development and Reform Commission, the Ministry of Finance, and relevant parties have organized and implemented a special project for the development of satellite and application industries; In the future, we will further increase support, innovate support methods, actively promote the independent innovation and development of China's Beidou satellite navigation industry, and advance the large-scale application of the Beidou system in the public domain.  

One is to accelerate the construction of civil infrastructure for Beidou navigation and positioning services. We need to coordinate the construction of a national unified ground augmentation system, comprehensively integrate basic information such as maps and geographic information, remote sensing data information, traffic information, meteorological information, environmental information, etc., establish a nationwide comprehensive location data service system, accelerate the construction of auxiliary positioning systems, promote the application of seamless positioning technology both indoors and outdoors, form a complete satellite navigation comprehensive application basic support system, and consolidate the foundation of industrial development.  

Secondly, promote the application of the Beidou system in important areas related to national economic security. To gradually address the security risks of China's long-term dependence on foreign systems for its time-frequency system, it is necessary to improve and formulate standard policies and regulations, and accelerate the strengthening of the application of the Beidou time-frequency system in important fields such as power, telecommunications, and finance. Intensify application innovation efforts, develop comprehensive industry application solutions, promote large-scale applications in public safety, transportation, disaster prevention and reduction, agriculture, forestry and water conservancy, meteorology, environmental protection, public security and law enforcement, emergency rescue and other fields, and promote the transformation and upgrading of related industries.  

Thirdly, promote the large-scale application of the Beidou system in the public domain. The mass market, represented by personal handheld and automotive terminals, is a supportive field for the healthy and sustainable development of satellite navigation systems and industries. We need to vigorously cultivate leading enterprises, innovate business models, actively promote satellite navigation as a standard configuration for personal terminals such as vehicles and mobile phones, promote diversified applications on this basis, and thereby enhance the scale of the industry and serve the general public.
